The 2024 State of the Environment Report highlights that vehicles such as e-scooters and e-bikes rank among the lowest in emissions per kilometre. Designed primarily for short journeys, typically up to 15 kilometres, these vehicles contribute significantly to reducing noise and traffic-related pollution. As the transport sector is a leading source of greenhouse gas emissions, integrating these sustainable options is crucial for countries to achieve their climate objectives.

However, the rise of these vehicles has not been without challenges. Public perception, as revealed by recent research, positions e-scooters as one of the most dangerous modes of transport, even surpassing motorcycles. This perception is primarily due to the lack of comprehensive regulatory frameworks that ensure user and public safety. The absence of clear guidelines has led to concerns over the integration of these vehicles into existing traffic systems and the safety of both riders and pedestrians.

To address these concerns, legislative reforms have been introduced. The Road Traffic and Roads Act 2023, for instance, clarified the legal standing of e-scooters and e-bikes. These vehicles are now categorized as Powered Vehicle Transporters (PPTs), exempting them from traditional vehicle requirements such as registration, insurance, and licences, provided they meet specific criteria. E-scooters must adhere to regulations such as a weight limit of 25 kilograms, a motor output not exceeding 400 watts, and a speed cap of 20 kilometres per hour. Similarly, e-bikes are regulated to a power output of 250 watts and a maximum speed of 25 kilometres per hour, with additional safety features like automatic power cut-off when not pedalling.

Public safety remains a critical concern as the popularity of these vehicles continues to grow. Recent surveys indicate a substantial increase in the number of regular e-scooter users, with a significant portion involved in accidents or near-miss incidents. The Injuries Resolution Board reported a concerning rise in severe injuries among e-scooter and cyclist incidents compared to those involving traditional motorists. The lack of protective gear usage, such as helmets, further exacerbates safety risks.

Given the increase in incidents, there is growing pressure for reforms that would ensure adequate protection for accident victims. The current framework does not provide coverage for PPT users under the Motor Insurers’ Bureau of Ireland, leaving many victims without compensation. This situation has prompted discussions around expanding existing insurance frameworks or introducing new schemes specifically for e-scooter and e-bike users.

The legal landscape surrounding these vehicles remains complex. Unlike some regions where helmet use is mandatory, regulations in several areas are still evolving, creating ambiguity around safety gear requirements. As micro-mobility continues to transform urban transport, ongoing legislative reform is crucial to manage the risks associated with these vehicles and ensure the safety of all road users.

Moving forward, the integration of e-scooters and e-bikes into urban transport systems is likely to continue expanding. Their role in reducing emissions and congestion makes them an essential part of future transport strategies. However, achieving a balance between innovation and safety will require continuous evaluation and adaptation of policies to protect users and the public effectively.
